[Feature] Force the Game to Start when Waiting for 1 person for an extended amount of time

I keep getting games where it will be for example... 38/39 players or 22/23 players and it just waits forever and the game doesn't ever start because 1 person will not load in. It would be nice if it force started instead.

Either that or just requeue everyone, but atm we have to manually close the game and relaunch it.

Sometimes the screen is stuck on loading. Kick players that require more than 20 seconds of loading or pair them together.
