[Feature] Reduce deploy time for valor 3 classes

Valor 3 classes have a cooldown of 240 seconds which for the benefits you get for having a valor 3 class seems a bit unjust. They're definitely strong but 240 seconds before redeployment seems excessive and if you're on a losing side thats heavily pushed back you'd ideally want a strong enough class available to try turning the tide and the 240 seconds would mean that class may only be used around once or twice in the scenario

For now changing characters during a match can’t be done freely. If I want to switch between them, I must be aware that the previous one will be on cooldown
As if it died. It especially hurts for 5 starts when the deployment time is around 7 minutes. It would be great if it was done freely
