[BUG] Stuck at End User License Agreement

When I try to launch the game I get stuck on the End User License Agreement. I'm unable to scroll down or accept the User Agreement. The loading wheel is moving in the lower right corner but it doesn't seem to be doing anything. Completely unable to play the game.

This might be caused by other input devices next to KB/M and controllers like Pedals or HOTAS. Please unplug them if you have one.
