[Feature] Siege weapons are pre-built at start of game

Build strat is too op, XP gained from building siege weapons at the start of the game is way too high. Players who opt to build instead of fight early game end up out-scaling everyone else.

It would probably be better if it was limited to only castle guard squads at the beginning. An alternative would be to give the current level of valor points for castle guard and other squads get like half valor doing so.
